1) Seed coat type & light
Some small seeds with thin seed coats will germinate once exposed to light with just warmth and moisture.
Large seeds, with food stores, germinate once light is blocked signalling they are buried.
Seed with thick coats need scarification of that seed coat before water can enter the seed and initiate germination.
Stratification (cold seed treatment) or scarification to remove abscisic acid. Some seeds are inhibited from growth by the flesh containing abscisic acid (ABA). Scarification includes seed coat thinning with a file or acid treatment in extreme cases.

2) Light, warmth, moisture.
Place the prepared seeds between damp paper towels in plastic baggie. Be sure you can see the seed through the plastic and paper layer to tell if they germinate in the recommended period. Keep the bag warm but not hot. provide light. Fungicide may be used to prevent rot but may also slow germination of some seeds. Seed germination is defined as the emergence of the radicle through the seed coat. The radicle is the embryonic root.
