Dawn or Joy detergent in water! Give them a bath!!
Being only 4 weeks, they are MUCH too young for topicals such as Frontline (they would need to be 8 weeks) and MUCH too young for dips (which I never recommend anyways).
You also need to treat mom, or the pups will continue to become infested. You can safely apply Frontline to a nursing dog, OK?

A bath won't get rid of them even if you bath the mom as well.
Get some Frontline from a vet. The spray form of Frontline is the only thing that's safe enough for puppies under 8 weeks and actually WORKS. It can be used on puppies from 2 days of age.
You can, and should, use Frontline spot-on on the mother dog. Be aware you may also need to spray your house as well, but so long as you get that spot-on on Mom's SKIN (not her fur) and apply the spray properly to the puppies (back comb their hair as you spray, and rub it in to their skin a bit) then they'll be sorted.
Pop in to a vets asap for Frontline because too many fleas can kill young puppies.

Go get mom a tube of frontline plus from the vet .The puppies can be on at at 6 weeks .Put flea powder down under the blankets where they sleep .

Tell a vet cuz my friends mom had baby kittens with the same problem
and they gave her flea medicine that wont hurt them. also if its a small dog that had the puppies keep it inside and use wut my grandma used 2 use 4 her dog its called like a pee we pad LOL for using the bathroon. also lice combs sold at basically any grocery staore and brush them out it really gets the fleas out.

Put a small dab of Vaseline on your finger and look through the pups fur. As soon as you see one dab it and it will suffocate instantly. I have used this method for years on tiny rescues and it kills the fleas without harming the animal.

I use frontline for my dog. It works really well. Make sure you can flea treatment for all your dogs.

Just take a wet cloth and gentl remove the ticks when they are sleeping, wont even cost you anything. Never smack the litle pups ok?
