I've noticed that some US companies have their offices scattered all around the world. When they want to fill out a position outside US do they give jobs to the people native to that country or is it possible that they will hire an american and let him relocate?

Foreign based offices are usually a combination of both, depending on the job. Usually the higher up you go in a company structure you go, the less likely the staff are to be local, until you get to the vary top when local partners and CEO's legitimise/ support/invest in the venture in that country.
So there are plenty of opportunities to work abroad.

I work abroad as a teacher so I can go where I want when I want (though I shall never be going back to Tajikistan again, but that's a whole other story)

If you 're qualified for the job you want in an American mult- national firm you can be employeed more especially if you have a qualification which is not common in other countries.
Sometimes foreign investors prefer to have their own nationals in certain strategic positions. Here in Zambia we have alot of American investors and they have employeed both Zambians and Americans. So go for it....
