If you live in the middle of no where, and the noise is not bothering anyone, plus there is no complaint. No citation will be issued. If you're in a parking lot accessible to the public, then you could be possibly charged with the following. Negligent, or reckless driving, speeding (too fast for conditions), disorderly conduct, operating a motor vehicle in an unsafe manner, noise violation. You get the idea.

I've never lived in California so this is not exactly the info you are looking for but in my personal experience donuts have not gotten me in trouble, however you must use common sense, keep safety in mind, and preferably use your own property. I managed a supermarket in a central urban area and often drove a very nice muscle car to work. I worked with local LE routinely due to incidents in and around the store and knew many of them well. At night there would often be 2 or 3 patrol cars sitting at the top of the parking lot waiting for calls, taking break/lunch, or doing paperwork. After the store closed I would leave, ready to relieve some stress with a few donuts and/or burnouts in the empty lot. I would verify that there were no other cars or people nearby, then let it rip. The officers never objected, and sometimes "graded" me or talked to me about the car if they weren't otherwise occupied. I'm certain the results would have been different had I been out of control, endangering life or property, showing poor judgment, or trespassing. Keep that in mind before you have more donut fun, and maybe check with local LE to get their take on it as well. Even if you are doing it on your property, they may appreciate a heads-up about the activity and it gives you a chance to show you are prepared and have a safety plan in place.

Yes it is illegal.
First of all you could be cited by the owner for damage to their parking lot. (cleaning your tire marks off the pavement).
You could be cited by the police for reckless driving, endangerment if someone is in the car with you as well.
The ticket will be about $100- $150.
Question is how much will your insurance go up when your insurance company finds out ? Also, they could drop you as a bad risk.

Yeah, I got a reckless driving ticket in high school for doing that in the lot. The cops sorta frown on that kinda thing!

Yes it is.......my neighbor found out the hard way. His ticket was a few hundred dollars and he's looking at loosing his license since it's his 3rd offense. I suppose it depends on the state and what their rules are as to what the punishment might be.

Reckless Driving.
Driving with complete disregard to human or property safety. Criminal Offense......... could land you in jail and your car impounded.
At minimum it would be a Careless Driving ticket, which in my state is a $120 fine.
But, the criminal offense would probably be charged in most cases.
