Is there an check engine light coming on? if not you probably have a bad Idle air control motor that's bad. If the check engine light is on then check the codes you may have a bad throttle positioning sensor bad. You really don't see those going out a whole lot though

is this a gas or diesel? i need to know which to offer any help, they have throttle position sensors, idle air flow motors, on the hard to start it could be an injector bleeding down, a starter isnt going to help either of these. when its hard to start does it just crank or does it drag like a battery? if a diesel check the glow plugs,and the pumps. is the engine light on?

Fix the starting problem first, I assume it relates to a weak battery. Dodges have a habit of screwing up their idle strategies when they have low, weak or dead batteries.

Have you checked the basics? Spark plugs, wires distributor cap and rotor......
You didn't say what engine the truck has, but I've fixed many runability problems with just a basic tune up on the 5.9L.

You have a vacuum leak , get a book then trace the vacuum lines, also check the map sensor

Check and see if the passage way behind the AIS is stopped up. If not, replace the AIS motor.
