I need to give the impression that there is fog. This is for a photography project and it will be outdoors. I can't use a fog machine.

Put a clear filter on your lens, breathe on it and shoot before the moisture dissipates. I learned this accidentally by going outside on a very warm and humid day, from indoors where it was cool and dry. I got some nice fog effects!
