On and off are quantum states. There is either on or off. There is no in between.

Well, if you are talking about electronics, most modern digital circuits use only two logic levels represented by OFF = 0 and ON = 1. This is called binary logic, and the equations used are based on binary or Boolean math.

You can actually design transistor based logic circuits that use 3 different states. You can think of the middle state as midway between OFF and ON. This is called tertiary logic. The advantage of this is you save on the number of wires needed in busses.

The other possible answer is that even if using binary logic, if a signal is toggling very quickly, it can appear to be somewhere in between ON and OFF, if the circuit you are using to measure the signal is not fast enough, so it gives you a reading somewhere in between. A good example of this is if you use a DVM and measure a clocking signal > 1MHz.
