we have heard that if you own your property for more than 5 years near an live near a air force base with jets that they pay for noise pollution--but I don't know where to check this out---

Its called sound-proofing and its a D.I.Y option, after all the military did-not force you to buy a house next to their base.

Some airbases will IF the base was built after the houses were there. Also they may not be "military housing" when they were built.
