There is no border? That's strange-how do you know that you are in Quebec when you buy the beer? I'm in Maryland (US), and based on states, you can be fined by Ontario for bringing in Quebec-purchased beer without paying Ontario taxes.

get caught go to jail for bootlegging you are only allowed 2 case of beer in your possession or in your home at any time unless you have a permit from the liquor folks. been there done that only difference was Manitoba into Ontario got caught with a 5 ton truck full during Ontario beer strike spent 8 months in the Provencal resort
