There is a neighbour 2 doors away who feed these cats... Everyone on the block is MAD.....

Put a box out with a bag of sand in, if they have a place they can dig, they'll use that instead of your porch.
It's sort of unusual for a cat to do that on a porch though, usually they prefer tall grass. Are you sure it's not raccoons or possums? The poop smell from those is awful.
