Answer to Part 1, which is also the answer to Part 2: No matter if a patient knows HOW to precisely follow a treatment plan, if the patient does not believe in the benefit of the plan, they probably will not adhere to it, thereby resulting in less than optimal success.

In addition to giving patients advice, include the reason for the advice. For example do not just tell a potential stroke patient to take an aspirin tablet every day. Explain to them that it prevents the blood from clotting and will lesson their chance of recurrence. This is a simple example but I hope it conveys the necessity of having the patient understand the (why?) of their treatment.
