We want to visit my Grandma in Washington DC AND my sister in Chicago. Is the best way to book our travel through an agent? We want to spend 4 days with Grandma and a week in Chicago with my sister.

Go to a ticket site on Internet and see what prices they can give you, now go to a travel agent and ask if they can sell for a better price. As they often know the better deals it is possible, but in my case, it never worked that way if they just sold me the tickets.

You do not say where you start from, so I do not know what deals would be available.

You can search for an open-jaw ticket, flying home to DC, traveling, (by air, road or rail,) to Chicago, and fly home from there.
Or you can try to get a return ticket to either of the town, take the cheaper one, and find a connecting flight within the USA.
Make sure you have the right entry papers, many people need visa, most will need the newest kind of passports with the biometric information and everybody will need passports after July (in case you are Canadian and travel overland.)
Often you can not cancel your flights and get your money back if you do not get visa, so make sure you are insured for that if you think it is needed.

It is best to find a reputable travel agent. If you book through the website of the airlines, you will find that their ticket price is way above the rates given by the travel agents.
