I have a .22 lr, heavy barrel bolt action Savage with a Bushnell scope that cost me less than $240 new but you are not likely to find such a deal. You can, however, find lesser 22's for around $100 and a cheap scope for $20. As I type I just realized that you said "good" optics. Do you mean $40 good or $6000 good? There is everything in between too.
As far as the 303, I don't know what to tell you. Most Enfield's are not set up for a scope but they will run you around $250-500.
