It will depend upon your useage & how well insulated it is. For example if you only use the hot water once per day or if there is no insulation then switch it off. But if it is used fairly constantly throughout the day and is well insulated then leave it on. You should ensure the cylinder has a good thick jacket on it and the hot pipes are lagged otherwise you are simply heating the house - you will soon recoup the money spent on these items.
People talk about 'topping up what they use' but the real consideration is that of fuel used heating from cold vs heat input to replace losses. Probably the best bet is to get a good timer and set it for when you want it, eg 7-9am, 5-11pm.
These days combination boiler systems are very popular - this heats the house and, when required, heats the water instantly - i.e. you only heat what you want. Grants are available to fit one in certain circumstances.

Leave it on. otherwise the electric/tank etc.. have to work harder to heat it up which cost more money. Leaving it on means you have constant hot water

On - it takes more energy to heat it from cold than keep it warm. It's like heating as well, rather than turning it up and down all the time, keep it at a consistent temp.
