Is that my vision? And if so does that mean I have really bad vision or okay vision?

It's nothing to do with your Rx or vision, but reports the size of the frame in reference numbers.
49 is the horizontal width of one lens, 18 is the distance between the lenses, and 136 will be the overal length of a side/temple.
(Unfortunately there are two similar but not identical codes, "box" and "datum" which, along with the incompleteness of these three numbers to specify a frame, means that one "49-18-136" may not fit anything like another in a different style. with the same reference numbers. )

to put it simply those numbers are the measurements of your frame in millimeters...
49 is the eye size (width of lens) 18 is the bridge size (length in between lenses) and 136 is the temple length(part that connects to the front and goes across your temples and around your ears)...
Many frames come in different sizes and need to be marked for identification and ordering purposes... ya those numbers are in no relation to your prescription... the only way to know your exact prescription would be to get a copy of your prescription and ask your eye doctor to explain it for you!
