If you have suspicious behavior, or they notice a sudden change in body figure, or if you are injured/hurt, they will run a drug test.

RANDOM IS DEFINED AS EVER THIRD PERSON ON A DEPARTMENT ROSTER.
ALSO WHEN YOU SIGNED ON IT SAYS THAT IF THEY HAVE SUSPICION TO BELIEVE OR PROBABLE CAUSE (TIP / INFORMANT, MAD LOVER, DUMPED LOVER FRIEND WHO DOES NOT HAVE AS GOOD A JOB.-ETC) THEY HAVE REASON TO TEST YOU AT ANYTIME.

I think they make you piss in a cup and if you pee is all bubbly then your using steroids.
