They do this because manufacturers want the race cars to appear as similar as possible to their street cars they are trying to sell at the dealerships. It's actually a mandatory thing that the teams use the headlight decals on their race cars. The manufactures pay teams money all year long, and in return they expect each of the cars they supply money to, use all the car make logos and headlight decals.
When you've been a fan of racing long enough, you can clearly look at all of them racing in a pack and be able to tell which drivers are in what make of car just by the shapes of the headlights. Thats exactly what the manufactures want. It helps them sell more cars.

About 20 years ago it used to be real headlights on the cars. Now they put stickers on because it looks weird to not have any there.

well due to the speed these cars are traveling at and all the safety requirements that go into building just one stock car, when an accident occurs there is no glass to go flying about therefore increasing the safety of all the drivers as well as the fans and pit crews, track officials and tow truck drivers & crew.
I can remember years and years ago when the small dirt tracks used to allow real glass wind screens but even that has changed.

It's just a form of graphics to represent headlights. Since they don't use headlights because of crashes (and they don't need them) The graphics represent the "stock" version of that car model from it's manufacturer.

First of all, they are suppose to make it look like a stock car, they dont have them because they dont use them thats why they have fake taillights.
