I think there is a lot of truth to the statement.
Stupid is a choice for most people and you can't fix their choices. Only they can.

Usually stupid has its mind made up and doesn't want to be fixed. I think some (especially guys) actually like the persona of stupid, more macho, ya know.
So, stupid has to have a motivating moment, like a DUI, or car accident or something like that to get it into a "I wanna be fixed" mood and then it has a chance of getting fixed.
Also you shouldn't confuse ignorance with stupid. Young people, myself included often are ignorant simply because they haven't had the experiences necessary to learn. If it is an inquiring young mind, willing to learn then you are all set.
Of course as soon as you think you know it all you can be headed down the stupid path. You have to keep learning all the time. As they used to say, "Once you learn all the answers, they change the questions". So you gotta learn the answers all over, and yes this does get tiring.
Albert Einstein once said, "Genius has it's limitations, but stupdity has no such bounds." I always thought that was funny.

That's a simplistic answer that justifies "solving" problems by dismissing those who disagree with you. People are not so much stupid as ignorant. The less you know, the more mysterious the world is and the more fearful you are of anything different. The solution is exposure and familiarity, which removes the mystery and makes strangers more obviously human. But that takes willingness and effort. And many people with a power stake in the issue prefer the status quo. So they will gladly agree that "stupid" can't be "fixed" (conveniently disregarding their own ignorance).

Stupid is a convenient judgment made by people who could usually be judged by the same word. We use it by telling our children that that was a stupid thing to do. Or by saying boy, stop being stupid! Unfortunately the children take it as you are stupid. We take an unfortunate act or mistake and label people with this judgment. It is mean, it is terrible, it is demeaning and it can set up a child to grow up with a self judgment that will last him or her a life time. This word should be used for an act of doing. Not for being.
Nobody likes to be called stupid. Some people think differently or slower than others but that doesn't mean that they are stupid. In fact, people who use the word to call somebody else stupid, are not using the word correctly. Kind of ironic isn't it.

I can help. I would point out that "stupid" is an adjective, and as such is used only as a descriptive modifier. One might be able to fix "stupidity," which is a noun.

Ignorance is not stupidity; choosing to remain Ignorant is, in my opinion.
