There are more that a few lenders who specialize in credit cards for people with bad credit. You just have to look a little harder than most people have to.
And getting a card after you've had a few problems doesn't necessarily mean that you have a higher than normal rate. Like I said, you'll just have to compare between credit lines, yearly fees, and interest percentages. Just make sure you do your homework BEFORE you commit, and you'll be fine.
You can find some offers for credit cards, both secured and unsecured here:

I am not sure you need a credit card if you currently have bad credit. However, there are secured credit cards you can probably get. You will be required to put a cash deposit which will equal the credit line. There are some national credit cards. You can find them on line or you could try local banks and credit unions. Some also offer secured cards. You will still need to pay the bill as you would a regular credit card.

I recently got two credit cards
one from totalvisa.com and another from rewards660.com. They are just like orchard bank and first bank of delaware ( by that I mean they charge up the yay to even obtain credit)
It's not necessarily a bad thing that they do that, it is a credit card and it does build up your credit.
Just make sure that you think twice about getting another credit card/loan. If you already have bad credit, what led to that circumstance and why would you want to go back to getting into debt?

An Orchard Bank Card. Go to www.orchardbank.com and apply.
This has been advertised on Yahoo and other places as a good card for bad credit. I did it myself a few years ago and got approved on a horrendous credit score. ID Theft got the best of me and I had to start over. They may initially charge an annual fee, but its good to at least get you started. After about six months, if you're doing good, they'll raise your limit and take away the annual fee.

Most banks have a debit card, where you use your own funds to buy things that normally require a credit card.
I suggest getting one of those.
If however, you don't have any money in your account, you might need to reconsider whether you can afford to buy things.

It depends on if you have paid or settled on what has ruined your credit. You need to show that you settled or paid it off.
