I recommend you call or ask someone you know what to do. If it were me i'd call the cops.

Unfortunately I dont think that the shock collars are illegal so there probably isnt much you can do about that, but if the dog is being beat then you should definately call the humane society on the owners, maybe even the police

i agree about trying to get the owner beating the dog on tape or recorded on something. sounds like the setting to the collar is set too high. call animal control, the ASPCA or humane society in your area. they should come out and do an inspection on the living and health conditions of the dog. shock collars aren't illegal themselves, but having it set at too high of a level is abusive.

You should be careful. It's possible that the collar is used as a training device. Many do not understand or agree with the use of these collars. Be if you truely have concerns call the local humane society and at least have them investigate. If this person is doing something inhumane then maybe hell revise his methods.

thats quite serious well get close to the dog check if its scared or not comfortable call the dog by it's name and see what it will do video tape the dog when it barks and the shocking occur and when it yelps. the beating is even more serious video tape that to and contact your local ASPCA and the cops give them the tape tell what the owner does to him and i hope the poor pooch is alright hope this help

Well, talk to the owner. Barking collars are humane, as they are sold in many pet stores. However if you can approach the dog try to see if it slinks away or acts scared. If it does confront the owner. Then call animal control. They will take care of it from there!

call your local animal control.
i don`t think they can do anything about the barkcollar,but him beating the dog its cruelty and the animal control officers or investigators will take action.
do not confront the owner you on`t know what he is gonna do ,do the right thing make the call and let them do their job.
if you can record him while beating the dog the better show it to the investigators.

I would definetly call the humane society or confront your neighbor about it, although maybe you shouldnt confront your neighbor because you dont want to put yourself in danger
