The following is a summary which applies to most states in the US:
After a defendant has either pled guilty (or been found guilty) of a criminal offense, they receive a sentence from the court. If the crime involved an offense in which property was damaged or stolen, the court orders the defendant to make payments to the court to compensate the victim. The court then mails those payments to the victim. This is "restitution" ---essentially paying the victim for any losses they sustained as a result of the crime.
Every once in a while, the defendant disputes the amount that the prosecutor says that the defendant owes. The court then schedules a Restitution Hearing. At that hearing, the defendant must explain why he/she thinks that the amount that the victim is claiming is unfair. The prosecutor and the victim then get a chance to explain why that amount is justified. The judge then makes a final decision regarding the restitution amount that the defendant owes.

It is a court hearing that is set to determine how much money the person has to pay in order to repay for what the person has stolen from an individual or individuals. To make up for what ever they have take from another individual, to make the person whole again.
