if a guy tells you he loves to/ wants to be around you, should you interpret that as a sign that he likes you? we always laugh and talk a bunch, but i'm not sure if he's serious or not...

He probably doesn't know what he's saying - and that's fine - everyone is ___ (plug in any age) at one time in their life or another.
Just have fun being friends. Don't encourage him to keep saying he loves you - tell him it makes you uncomfortable if he keeps doing it.
Talk to your parents about it.

most of the time, if a guy says" I like to be around/with you." that is what he means...
he likes you..
