I am going to Toronto, ON. Where at Toronto can I exchange USD into Canadian dollar?

Don't exchange! As someone from NY who has been going to to T.O. about once a month for the past 10 years, I highly recommend using your ATM card to get cash if you don't get slammed with fees. You will get a better exchange (which is critical now that the US $ is so low). Any bank or exchange office will charge you far too much to exchange cash dollars. If you belong to HSBC bank, all the better, you can take money out right there at their bank on Spadina in Chinatown.

Any bank will do that for you. Or you can use your own bank card at an ATM - and they are everywhere - to get Canadian dollars.
