it's confusing both ways. Women are just as guilty as men when it comes to giving mixed signals.
I just think in this day and age things have become way to convoluted and mixed up that it is so hard to read. and there is way too much emphasis even in expert advice to woman and men about using body language and non verbal.
God gave us a mouth for more than just eating and breathing.
He gave us the unique ability to speak and so we should.
I think men and women alike should be more brave about expressing intererest without coming on too strong.
A start with conversation and get to know the person in a neutral way without seeming desperate or expecting one to one conversation right off the bat.. be happy to talk to her even in group situations. so just be a friend at first and THEN use body lang with verbal communication. If there is natural chemistry both should start to feel it I would think.
B. Then ask her out for coffee, OR she can do the same first.
C Or either of you can, after getting to know one another on a neutral level first, can lightly express some interest with compliments,, and again asking out for a drink or coffee..
D. Make it easier for the woman to express her interest so you don't have to make the first move, but show it somehow that she can..
it is such a tricky thing . i have to admit.
But my main point is. Let's all forget about trying to decode body language and just communicate properly for a change.

well, not all the time. They could have just been thinking about something in your direction or maybe they've never seen you before and was wondering who you are but yes most of the time we do stare at the person we are attracted in.

No, if at once she caught you looking at her then she probably keeps looking at you because she thinks you like her! So if you don't like her like that don't look at her! hope it helps!
