The only way you would be able to view someone's health record is if you knew all the information about that person regarding social security numbers, addresses, passwords, etc and you would have to do this through the person's health insurance provider.

Now if you were to go about trying accumulate this information and look up someone's health information other than your own you can be guaranteed you will spend many years in prison. There are new HIPPA laws that keep patient information under strict confidentiality and should you break these laws you can make a safe bet that you will get caught, arrested, fined, and jailed.

Even the inquiry for information with intent to access someone's health information is considered to be conspiracy to commit which can put you away for several years as well.

I've heard some companies or offices do have a feature like this, but you can only check your own records. That's all I know.
