Well for you to be asking that question it sounds like you may still have feelings for him because if you didn't you wouldn't give it a second thought. I truly think you should think about it on your own because we don't know anything about him or your relationship with him, or the reasons you broke up in the first place, but on the other hand if you don't want to be with him and don't like him call him on the phone and say...I don't like you, so get on and leave me alone. It already sounds like he has some stalker qualities because he trying to get you back, so you might have to hurt his feelings before he will totally leave you alone.

Tell him that u'd rather be friends if he ask any questions jus tell him the truth but don't let him bark u down like a dog though cuz some of these boys need somebody to talk trash to them or at least tell them the truth about themselves cuz they think that they can run us females. But if he's a cool guy and he treats u right and he wants to work things out then go for it. that's if u want to

Now that you've thought about it you could tell him you've grown since you started dating that you've changed, you'd would like to move on. That you see no future together. If, that's how you truly feel. If on the other hand you feel just as responsible for the break up, maybe you should go out with him to discuss your options and lay some ground rules.

I would tell him that you need some space, and then if he persist, tell him know. I say this because I am very happily married to a man that I broke up with many times in high school. Don't burn any bridges, just make sure that you know what you want b4 hurting his feelings.

Well by saying that you would think about it...you have pretty much opened the door for him. The sooner you shut that door...the better it will be..for both of you. Don't keep him hanging...thats just rude.
In cases like this, being honest about your feelings is the best solution. So don't be afraid to express yourself and let him know how you feel.

there are lots of ways to decline his question
perhaps you could just say, "im very sorry i dont likek you any more, im afraid i dont want to go out with you anymore, sorry"
that does seem to be the most popular breakup routine unless you dont want to see rude
if u are kind and generous:
"Perhaps you should go after a different girl you might like, I am not intrested in you anymore because i dont like you any more

i've broken up with 3 boys using the same excuse tell him that u just dont feel the same way anymore, and that u dont think is fair fir HIM to keep and leading him on, when u dont feel the same for him as he does for u.
it works believe me, all 3 of my ex's still look at me as a friend, i guess they took it as a nice thing to do for me to be so honest =D

Saying you'll think about it means you'll have to give an answer when you're done thinking. You just broke up, so tell him you need some time. That's fair.

If you are strong you don't need to think about it, just say no.
You are a very important person , so people shouldn't broke up with you, if someone likes you, should respect you, OVER.
