It depends on how the music is licensed.
Some music is in the public domain, think Bach, but appearently not "Happy Birthday to you". The actual recording may however have a copyright if it is a 2006 London Symphony Recording. Some music is promotional and may have limited redistribution rights. itunes often has a free song of the day.
They seem to bust people at random, though it's more likely you'll get caught if you are selling rather than just stealing.
At some point either they'll put a 1984 crackdown on it or revise copyright laws, they are rediculous if you ask me. But yeah it is why music sales are down 14% again this year. That's almost 10% each year since 2000. Billions and Billions of dollars.

Limewire, the program itself, is legal. But downloading music or videos (pirating) is ILLEGAL. It isn't safe. If you ISP decides to give the recording labels (RIAA) your IP address upon request from the labels to monitor and analyze your activity, you can get busted. If they catch you, you must pay a fine or decide to take the case to the court.
In this certain article in PCWorld, they say if you scarcely download files, you must likely will not get caught, but there is a slight chance. That happened to my friend's cousin.

It's illegal to possess any copyrighted material that you did not pay for. In that sense, downloading music from limewire is essentially the same as stealing a CD from the store.
All methods of downloading music carry the risk of getting caught. If you're not willing to take a chance, don't do it.

download the music, move the music to another folder. getting busted means you basically was careless about downloading. the folder that limewire downloads to is shared by others using limewire. if you move the stuff out of the shared folder, then no one can see what u have.

something about turn the song title red, actually im not sure, but i do know that here lately artists have just started to step it up and find the people that illegally get their music. just be very careful. ive not been using limewire for a fear of this here lately. the fines are outrageous!

I have asked this question before and I always get conflicting answers. I don' think it is legal but a lot of people use it. There is a slight risk. (IMO)
