You need to apprentice, find someone to take you under their wing (assuming you are 18+, of course). There is no special school that will magically allow you to become a tattoo artist. Take health classes in high school/college, take art classes, and start working on a portfolio to show around to shops. Most people don't get into this profession for the money (the money you make depends on how good of an artist you are), most get into it because they love doing it. Oh, and make sure you have cash. It costs a lot of money to become a tattoo artist.

Probably best bet is first, purchase yourself a starter kit, that comes with the gun, portable power pk. couple starter needles, inks, disposable tubes, some stencils, and flash art to give some ideas. Some kits offer more but this is the general start. Before you tattoo anyone or yourself, practice on something like pig skin. If you can't afford it then try oranges or grapefruits to at least get a feel for the gun, settings, how deep the needles should be, and aprox. ink usage. This is completely just my suggestion, I am not a tattoo artist, but I have seen a couple get started from scratch. Practice , practice, practice is the best advice of all, until you're ready to take the next step.
The internet is extremely informative for beginner tattoo artists, like finding information about needle settings from liners to shaders, etc...
Good luck
