Probably XP. Most people don't need Vista and none of the other operation systems are really supported any longer. Make sure your hardware meets the minimum specifications, whichever you choose.

1gb of Ram- Vista Basic
1.5gb of Ram- Vista Home premium
2gb of Ram- Any other Vistas

If the laptop has less than 1gb of RAM then don't get it. If you have the extra money then I would strongly suggest getting at least 2gb of RAM.

I would normally suggest XP; however, since Microsoft is dropping support of it in January you might as well just go with Vista. Vista's service package will be coming out in a few months also, so that is a plus with Vista.

I'd go with WindowsXP. Read recently that there is still such a demand for it that Microsoft will continue to sell it until June 2007, and offer non-technical support until approximately 2010. Dell has ordered more PCs with XP.

However, in case you think you will want to upgrade to Vista later on, be sure the specifications of your laptop are up to Vista's requirements. It will make upgrading painless.
Here are Vista's requirements:

XP since I doubt very much that Microsoft will be able to drop support for XP in 2008 - it will be more like 2010-11 due to public pressure.

Depends on what you're looking to do. But, if it's an option for you. I would go with XP. Only because everything thus works on it.
