God does not hate amputees. That is a very primitive concept to lob onto our Loving Heavenly Father. There is no way to know the divine reasons for some healings and not others. God is the Infinite One, He is greatest of all, how can miniture pea brains like us human beings know why God does some healings and not others? If we are to understand why and how God heals certain people then we would have to try and see things through God's mind and from his point of view.
All things we endure in life trials, tribulations, diseases and whatnot are part of the natural life on earth. All people have to learn to deal with these things. It would have been nice if human limbs would grow back the way a lizard's tail does, but they don't. It isn't the way the biological body works. But I have a suspicion it is because of human intelligence that they do not grow back... God put enough faith in the human race to help each other through learning better and better methods of medicine that I think he's waiting for us to use these things.
After all God gave us all brains to think with even if we lost a limb. I might want to lay down and die if I lost a limb, but that would not likely be the pleasing thing for our Loving Heavenly Father - I think he'd rather see us overcome the difficulty with our intelligence especially when he knows that person might really have it in themselves to do so.
If we believe in God, then we believe our souls have an eternal destiny if we so choose it. Our bodies are the vehicle in which our souls grow through life... losing a limb is awful, but nowadays there are human remedies such as artificial limbs, wheelchairs and other things.
Progression is key here, I think.
In the end, if our limbs were like lizard tails then i think we'd be of a lower order on the scale of creatures on this planet. It may seem mean, but if the amputee uses fortitude, pulls up their faith in themselves and their abilities, and in God, I think more things will be possible for them that have an eternal value in now and the afterlife than just the mereness of what the physical limb provided in this one short sojourn on earth.
So, to approach the "miracle" one would have to see a much larger picture through God's point of view than what we can see from our own limited and circumscribed point of view.
I hope this helps somehow.

God (whatever god is) doesn't hate anything or anyone. That's just nonsense. Whoever "god" is-is not a bellhop, ready to jump at our every command and demand. However some type of force gives humans the ability to provide prosthetic limbs to amputees, and to treat cancer; in many cases even to cure it. Why many assume that the creator has human emotions is beyond me, just as who or what the creator is is beyond us. God's motives and intentions are WAY beyond anything we can even begin to imagine, because being god, he/she/it has a much broader "vision" than we human beings can ever claim.

God doesn't hate amputees. It is too bad that someone lost a limb. God may ask this person to go through difficulties and trials in order to prepare him for eternity. Sometimes, God is using this person to bring others to Him. What a difference an amputee makes if despite all these misfortunes, he still maintain a positive attitude towards life and faith in God.

God doesnt hate amputees. God puts people through hard times as a form discipline. Also God doesnt always cure cancer. God is not cruel. God is loving and merciful but that doesnt mean He will always give us what we want because we dont know what is best for us but God's plan is perfect.
Think of it was a parent punishing their child for disobeying. Does the parent hate the child? No. It is the same with God.

Is there a "God"? If yes, does "God" hate? If yes, does "God" hate amputees?
Please determine the answers to the above. Only upon these questions being answered can we begin to address the problem of "why."

The question should be 'Is the person's faith great enough to believe that God WILL do it'?
'No thing is too hard for God' and 'All things are possible with God' and 'By HIS stripes we WERE healed'. We already have what we need but can our FAITH reach that high? God Bless & remember we need to 'go to God like a little child' (with no restrictions already set in our minds).

God loves amputees. And God answers their prayers. So? Will you quit asking this stupid question. God has caused limbs to grow back. And also there are new medical marvels regarding artificial limbs.

God does not hate amputees. The things you are describing are things many people have struggled with.
A person who is really qualified to answer is a quadrapalegic named Joni who happens to be a Christian and was a speaker at the National Conference on Suffering 2006 I think..
see Joni's links at
http://www.desiringgod.org/Events/NationalConferences/Archives/2005/RecommendedResources/
you can listen to her talk, which I think was excellent at
http://www.desiringgod.org/Events/NationalConferences/Archives/
go to the suffering conference
many tragic things befall people and we live in a broken sin cursed world, but there is a giant God and Jesus can be a door of hope for anyone

God is just not fair. We look at amputees and feel sorry for them but most of them do not feel sorry for themselves and are able to cope with everyday problems. God does not answer most of normal peoples prayers, because they think God is a genie in ta bottle and they do nothing for God but expect him to do something for them.
WHAT HAVE YOU DONE FOR HIM?
God is not a genie in a bottle, he waiting for you to follow him, not what you want. He knows your needs and wants but seek him first and those things that you need will follow.
DO THE WILL OF GOD
You need to find a home church, be obedient, follow his word, be baptized with the holy spirit, show your self approved and do the will of God (Mark 16: 15 - 18)

God cares about people's characters and allows them to be put in circumstances where their character can grow.
He also sometimes allows people to suffer the natural consequenes of their actions.
The fact he doesn't give you what you want doesn't mean he hates you.
