Right click > Properties - now untick the Read Only box.

Right click on the file in Windows explorer and go to Properties. Uncheck the READ ONLY box and you're good to go!

I'm not sure what you mean by "write-protected". Do you mean copywrited material? If it belongs to someone else, you risk being a plagiarist. You can't unprotect copywrited material. And if it's your own, why would you want to make it available for everyone to copy??
