Yes. Exodus 4:1-9 (NIV):
Moses answered, "What if they do not believe me or listen to me and say, 'The LORD did not appear to you'?"
Then the LORD said to him, "What is that in your hand?"
"A staff," he replied.
The LORD said, "Throw it on the ground."
Moses threw it on the ground and it became a snake, and he ran from it. Then the LORD said to him, "Reach out your hand and take it by the tail." So Moses reached out and took hold of the snake and it turned back into a staff in his hand. "This," said the LORD, "is so that they may believe that the LORD, the God of their fathers—the God of Abraham, the God of Isaac and the God of Jacob—has appeared to you."
Then the LORD said, "Put your hand inside your cloak." So Moses put his hand into his cloak, and when he took it out, it was leprous, [a] like snow.
"Now put it back into your cloak," he said. So Moses put his hand back into his cloak, and when he took it out, it was restored, like the rest of his flesh.
Then the LORD said, "If they do not believe you or pay attention to the first miraculous sign, they may believe the second. But if they do not believe these two signs or listen to you, take some water from the Nile and pour it on the dry ground. The water you take from the river will become blood on the ground."

I think the point was that Pharaoh and his magicians used trickery to make their snakes. Snake charming was known in Egypt. But Moses staff turns into a real snake. We know that because the first time it scared Moses himself so it was no trick. In Egypt the Pharaoh was supposed to be a God so his magic would have been from his own power. God's power was greater since his serpent swallowed the magicians. edit - It's a trick. It is still performed to this day in India. If you take a snake in a cool place and stretch it out straight while pressing on it's head very hard, it will become rigid. They you show it as a rod, put it on the ground and when it feels the warmth and no pressure on it's head, it crawls away.

YES, according to Bible. But you got to fully believe what Bible says in the first place. What I can say is: IN THE BIBLE God did give Moses power to do those horrendous things. However, those were done for a good cause which can justify the means Moses applied . I know there may be some paradox there ... For instance, in America, you can't beat up your kid just "for a good cause", say, teaching him a lesson. But it's totally ok with God, He can do that. He can ask Abraham to butcher his only son. That's because God is not human beings, and he's not a citizen of the States :-)

Yes this is true. God sent Moses to the Pharaoh to inform him and his people about the message of God, and to also free the children of Israel. Before he went to see the Pharoah God called him from a burning tree or bush. God ask him "what are you holding in your hand (even though God already knew) Moses replied a cane or stick that I use for walking. God then ask him to cast in down that it will turn into a snake. Moses was startled by this. God them tells him to stretch is hand forward to pick up the stick , he was scared but he did it and it turned back into a stick. God then told him to go to the Pharaoh that this was a sign of God. So when he reach the Pharaoh he told his messenger to get all his sorcerers to stand up to Moses. Moses told them to throw first and out came a snake or snakes, Moses them threw down his stick and it swallowed up their snakes. The sorcerers and people among them fell down prostrating saying I believe in your God and You are the messenger of God. Moses also warned the people that a plague will come about on him and his people. Some of the tyrants people became believers and left the tyrant. He later got angry and tried to kill Moses and siege is people back but God drown him in the Red Sea. I don't know about turning the water into blood.

No, he was given the power to turn his own staff into a snake, and to give himself leprosy.
