Most localities require outward swing doors to aid in evacuation for fire and other emergencies. Home doors do not have this code requirement and are thought by some to be safer against home invasion attempts.

In public buildings, the doors must open outwards for evacuation in case of fire.

Your home does not have evacuation rules, and has the front door open inward for three reasons...
1) A door opening inwards is more welcome -- your guests don't get shoved away from the house by an opening door. As the host, you step back, and inside, and welcome your guests.

2) Storm doors cannot be operated if the door opens out.

3) A thief or intruder can un-hinge the door (lifting out the pins in the hinges), so your home is safer from intruders with the hinges on the inside. Plus, it's easier to lean against the door (move furniture against the door) than it is to pull it back closed by the knob.

I think home doors open inward so you can have a storm door on the outside that does open outward.

health and safety law applies in the workplace i.e the office, but not in the home. Fire regs dictate that at work all doors should open to the outside.

Newer building codes require that for emergency exit they open to the outside to ease escape.
