Get Hydrogen peroxide for him to brush with three times a day, with a gentle toothbrush. It is extremely healing and should improve his gums in a very short period of time. It is in the drug store near the rubbing alcohol. One quart is one dollar. It is a very inexpensive fix for poor gums.
I have used it for 40 years and have saved mediocre teeth and have healthy gums.
Good Luck. He would need to get the gums healed before a surgeon would operate.

I doubt is but it may be worth a try. You will have to get all the records from the medical doctor for his spleen and records from the dentist that the gum disease was caused from it. It will take tons of paperwork and appeals. Make sure you inform the DDS that you will be filing this medically and ask him to if he can code it to reflect that. Also it isn't his responsibility to file to medical so be prepared to do it yourself.
