If you have lots of free cash you can first buy the $500,000 US worth of equipment to do it. Risk FCC, FBI, NSA prosecution. Sure you can. But you will need a team of Cellular radio experts and oh ya active pass codes, a facility access to set it up, for the cell system you want to hack.
Some questions just should not be asked.

A few years back cellular monitoring was possible using a common scanner receiver that tuned to 800 + MHZ. With the coming of digital phones however, the conversation is no longer discern-able sound. Very sophisticated equipment is needed to "decode" or un-digitize the audio signal. I should say " Very sophisticated - expensive - legal equipment is needed."
