A few years back cellular monitoring was possible using a common scanner receiver that tuned to 800 + MHZ. With the coming of digital phones however, the conversation is no longer discern-able sound. Very sophisticated equipment is needed to "decode" or un-digitize the audio signal. I should say " Very sophisticated - expensive - legal equipment is needed."
