I'm looking for a wedding reception site in the Washington, D.C. area that is inexpensive (preferably less than $100/guest total), but unique, for instance something near the water, on a boat, or in a garden. All-inclusive would be best, since I'm trying to keep this as simple as possible.

You can economize by scheduling your wedding at the correct time of day. If it is in the late after noon or early evening you are committed to a dinner or a buffet.

If it is mid morning you are committed to brunch or lunch.

By having the wedding in the early afternoon, outside in a park or on the beach then have a simple cake and punches, alcoholic and non alcoholic. You are not committed to food.

Spend your money on the marriage not the wedding. Simplicity is always lovely. Set a simple dollar budget and find ways to stick to it. Carry simple flowers, they all die anyway.

My Husband and I eloped 40 years ago and we are still together. So the size of the wedding does nothing except cause grief to pay it off. You need to clarify what you call inexpensive. Also limit the number of guests to a small number for both sides.
