Your parents can have a card issued in your name, but on their account. You can't sign a contract, so you can not open an account yourself.

It depends on the bank's rules. My bank made my kids wait until they were 14. Since a minor cannot be held to a contract, the bank would have no recourse if a minor somehow misused the debit card, but since a cardholder should not be able to overdraw an account with a debit card, the banks apparently feel safe.

A debit card is just a link to your cash in the bank .
Many working teenagers put their paychecks in the bank and get the $$$$ with their debit cards when the actually need it .
