Of course -- any time you focus your attention on something, it's presence in reality increases -- basic law of physics.
The same happened with the war on drugs.
The terrorists are those who take advantage of the terror and confusion to advance their own agenda -- regardless of the cost or consequences to innocent people.

Lets say there's a hornet's nest just outside your door. Let's also assume that you have been stung by a hornet every so often while "rattling" through your door.
Now, try removing the nest.
Do you think you will be stung more or less than usual while you attempt to remove it?
Does that make your attempt at removal wrong?
And the hornets don't even hate you!

You can't destroy an idea.
That's the problem. The US went out trying to destroy people scattered about in loose networks that strike small targets to scare people. What these people--mostly religious radicals--are fighting for, is a belief that will not die. A belief is intangible, it goes from person to person, and by escalating against the 'terrorists,' we have essentially thrown a match into a smattering of gasoline. We have given power and purpose to their idea.
Luckily, they are still small, and still have not taken advantage of the many strategic weaknesses of our homeland... I don't think they will, at this point, and if they do... there's not a lot we can do. We can send strike forces to prevent imminent attacks, but... there are some things you can't kill.
Who are the terrorists? By definition... both of us. We have terrorized them, in many ways, the Bush tactic has been to STRIKE, so we can scare these people out of their holes and bring them into one place. They have in turn tried to terrorize us with propaganda, and Iraq, with repeated killings. It's a sick cycle we really need to end, or at least, go about in a more efficient fashion.
