according to Celestial Seasonings tea bags, they recommend that 4 tea bags per quart of iced tea. Given that 4 quarts is equal to a gallon, you'd need 16 tea bags for their tea bags.
Their instructions recommend you boil a lesser amount of water (one quart for example in 16 tea bags), then after the steeping time, you would add water to the required one gallon. This is so that you don't have to boil a whole gallon of water. You could even boil 2 cups of water and make a sort of tea concentrate with 16 tea bags, but just add water to make a gallon and there ya go. Cool or chill to make iced tea. Good luck.

I use 4-5 family size tea bags per one gallon and I let them steep for a good while.

Bring 1 quart of water to a boil and put 4 large luzianne tea bags let it seep for 25 minutes add sugar then fill pitcher with cold water

1 tea bag for 5.5 oz... 128/5.5 = 23.2 .... 20 should make it!
normal size tea bags! there are family size that contain the equivalent of 5 small tea bags, so... 4 or 5 of them should be ok!
