Most "believers'" questions are so incoherent as to defy being answered (or comprehended) by anyone.

No because no matter where the truth lies, weather your a believer or a non believer you only see what you want to see weather its there or not. For example if you tell a woman her husband is cheating on her and all the signs are right there in front of her face she cant believe it if she doesn't want to. Here's a thought, why don't people respect others believes instead of constantly trying to prove that there is or isn't a God?

I think that a Non -Believer may be able to answer some Questions regarding Faith in God. Because, even though some people dont believe, some have heard about God, some have attended Church as children, and have been involved with religion at one time in their life, perhaps a relative such as parents or grandparents have enfluenced them somehow on the topic of Religion.
So, yes.

Considering what a "correct answer" is, yes. The correct answer is typically chosen by the asker here, so if a non-believer answers with an honest answer then it is automatically not correect.
Having said that, any well read atheist could likely answer a question with the answer that the asker wants to hear. By doing so it could be "correct" from the point of view of the asker.
It's all about opinions here, so technically there is no "correct" answer.

For those that said that atheists can not answer questions that relate to the Bible: it is mine observations that alot of atheists know the Bible better then most Christians.

What "believers" consider to be correct is based on faith in a book consolidated from over 200 other books written by men from the dark ages.......it is filled with contradictions and errors built from the fables older than they were.

They try, they try, on the assumption that if they pose a question that an atheist cannot answer, atheism must be an error.
The questions generally concern the origin of the universe or the validity of evolution.

Possibly it depends on the question and those that are answering. For example a mathematician and believer could ask many questions that most of us couldn't answer - they wouldn't be spiritual questions though.

I agree with Alohalani ask the question that you do not think a non believer can't answer correctly!
remember this though if it is about any form of theology or existence of god no answer is right or wrong it is all based on each individuals faith!
