I want to put a dummy 9mm round onto a keychain. How can I safely remove the primer and powder from a live round?

Find someone who reloads cartridges and have him or her pull the bullet for you. Then all you have to do is put the empty shell in a gun chambered for 9mm and fire the cap. Have the friend put the bullet back in and you have a dummy round.

Without reloading tools, its nearly impossible to do it and have a dummy round that looks good.

What I do normally is use a kinetic puller to remove the bullet without putting marks in it. The powder will also come out during this step. I then take the case and chamber it and fire the primer. The primer can the be safely removed with a decapping die and the the bullet can be replaced with the seating die.

Just supply a reloader with a cartridge and key chain assembly and they can make you one.

The only safe way to do it would involve the use of a bullet puller, either the inertia type or a collet type. If you don't already have one, the cost will be prohibitive.

You best bets would be to purchase one ready made, lots of sporting goods stores sell them, or to get a friend who reloads to take one of your fired cases, to resize the brass and seat a bullet without powder or primer. If you get someone to make you a dummy round, you will still face the problem of attaching a ring to put it on your keyring.

If you know a reloader that does 9mm just ask them to push a round in an old case for you. If you don't know one just buy the keychain already made. I'm not sure if you are still in school or not but if you are be careful. The schools in Eastern NC still send you home for a bullet keychain.

you don't
take spent brass resize it and deprime it then load a bullet into it without seating a primer and without charging it
trying to remove the bullet and powder from a live round is very dangerous and should only be done by experianced reloaders

It's more trouble than it's worth. Just find somebody that loads his own 9mm cartridges, and he can fix you up with ease.
