I need the advanced features such as resampling, color correction, hue & saturation adjustments, stretch/skew, etc.

Any freeware out there that works well? This would be for a Windows operating system.

gimp has all that but if you want it to be easier/simpler to use try paint.net

you need to install the net framework first, you can download it from the microsoft website.

corel paint shop pro X2 is a great photo editor.
just search it on yahoo and you can find a free trial download
