you can paint right on top no need for primer, if you have bad marks i would spot them first (paint) just cover the marks only with your white paint and let it dry, when dry you can paint the whole wall i would use a 12in medium pile sheepskin roller head for a good finish but any quality head will do and a 3in brush (i would also use a 4in mini roller for tight areas but that's me you don't have too) give your wall two coats, give it a try you have to start some time

Walmart and Home Depot or Lowes, Ace Hardware, Sears, etc.
are all good sources of paint and how-to instructions, whether verbal or written.

Purchase: paint
paint-stir-stick
roller-pan & liners - kit
2 or 3 fuzzy rollers
foam or hair brush for edges and corners
blue painter's tape to mask window and edges
1 or 2 cheap plastic drop cloths
extender-pole if doing tall walls or ceiling

1) move furniture and belongings away from the wall.
2) remove dust and cobwebs from all surfaces to be painted.
3) wipe with damp cloth to remove any spills or mold spots
4) use blue tape over all edges where you do not want paint
(ceiling, windows, doorways, carpet)
5) open can and stir paint gently with stick
6) dip brush into paint, wipe off on edge of can, paint your corners and edges 1"-2" out -whole room, or one wall at time.
7) pour 2-3 cups of paint into roller-pan-liner.
8) with a rolling motion, wet your roller in paint and get paint evenly spread through-out -- but not so much that it drips
9) roll the paint onto the wall, going over each space 2 or 3 times to get paint spread evenly, before moving on to next 2ft X 3ft patch. re-dip roller in paint as needed to supply an even coat of paint. (I like to do vertical rolls)
10) finish-up and touch-up any areas of woodwork or thin-spots in paint.
11) once paint is dry and you inspect paint remove blue tape

++ If you need to take a break, see that your brush or roller are covered with plastic, and the lid is on your paint can -- so paint does not harden on your tools. When finished, toss liner, and wash-out brush and roller (yes, it does take awhile)

YOU'RE DONE !!!

If you are using the same color, you can just paint over the existing color.
