I would suggest switching to a different spot-on i.e Revolution or Advantage. These are different chemicals - Frontline is Fipronil, Revolution is Selamectin. It's unlikely your cat would have a problem with all chemicals. May I also just check you got you Frontline from a vet, and not from online?
The only chemical-free treatment that is going to work is Skoosh household spray, which is pesticide-free. It's a silicone spray.
Why on Earth did the vet suggest to have him shaved, what kind of useless idea is that? How is having no fur going to stop fleas sucking his blood?!

EDIT: 'Holistic' simply means 'treat the whole problem', which is always what you need to do with fleas anyway - there's no successful treatment for fleas that isn't holistic!!

When I had a flea infestation, a few years ago, I called a company called "Flea Busters". They came out and "did" my whole house. They used Boric Acid powder and brushed it down into my carpet. After a day of fleas jumping everywhere to get away from that, I was able to vacuum my carpet and got rid of all of the fleas. Call around and see if you have such a company where you live, and what it would cost. Another thing you can do, after the fleas are gone, is get some diatomaceous earth (pool stuff) and sprinkle it around your windows/doors.....anywhere the fleas might be coming in. DO NOT put this on your cat, tho.....It's made from a sea creature, and the particles, tho microscopic, are very sharp, and if you get it in your eyes, it hurts like glass! I used to have the same problem. My cat always had a reaction to any of the flea solutions. I purchased on of those sonic flea devices that gets attached to his pet collar. He has worn that now for about a month and the fleas have not returned. I also took a few flea collars and placed them throughout my house where he likes to nap. That helps also.

i had the same thing happen with my puppy there are a few things u could do steam clean the carpet , if there is a landlord complain , i know which my dog they said to feed her brewers yeast , also there is also other flea treatments u can give one vet told me to put little containers around the baseboard of dish soap mixed with water and that might help. iwould go on the internet and go on natural ways to get rid of fleas on cats , there is a flea collar but ive heard mixed reviews about that good luck i know they can be a pain but i d try to steam everyting and complain about the other cats
