First, the person in question must want to stop. Until they do all your questions are useless as the answers that will follow.
The best methid, like any addicition is to stop. That STOP. Never again - like the Grandfathers clock. There will be a period of withdrawal and the first 3 to 5 days are really hell - just like cigarettes. After that it gets easier.
That is the physical aspect. the real problem is the Mental situation. Dependancy is mental. What is it that this person needs, is lacking, is runing from, is afraid of. Get to the reason this person wants to use this stuff. Then you can begin to approach the "Stopping" factor.
Above all you must be supportive even if this person falls down and reverts to smoking. Help them pick up the pieces and start again. Make a big dead out of the first dry day, the first week, month and so on. Above all - remove the cause and the cure gets a lot easier.
Keep in mind - There is NOTHING you can do until this person sincerely wants to stop.

This sounds like a physical dependency. This person needs professional counseling and possibly treatment. Most of all, it might be best to shun such a person for a while until he gets the message that his behavoir affects others negatively.

First a person has to want to stop. Nagging by well meaning family will only exacerbate the problem. Quitting is easy, just do it. As previously mentioned, a person has to have the desire to stop themselves. It can't be another person's idea.

It is a personal choice..........YOU can't do anything about it until the person doing it decides for themself they want to quit!
As for her temper it was always there the marijuana simply lowers her inhibition to express it more freely!

It is as addictive as cigerettes. But like cigarettes they won't quit unless they want to. One joint is equal to 20 cigarettes. Try to stop eating sugar or chocolate. You will get the same reaction. Unfortunentaly since she's not the one asking their's really not much you can do. She needs to want to stop. Maybe you could talk to her and tell her how you feel and it makes her moody and that she should give it a break maybe you'll spark something inside her.
