How to tell a guy you like him or just spend more time with him?

There's this guy who lives down the street and he likes me a lot (I have my sources) but we don't see each other a lot. I really want to get to know him better, but I don't know how to. I also eventually want to tell him i like him...or be more than friends. but how do I make it happen? thanks everyone!
