I was using my aunt's QQ account once and I met this guy in China who spoke a tiny bit of English but was willing to learn more. We chatted for a long time. Maybe you could take lessons somewhere and get an English-speaking pen pal to chat and practice your English with, but let me warn you: soem people in non-English speaking countries have a big accent so if they speak it wrong, you'll probably end up speaking it wrong, too. Right now there's lots of Americans in China so if you now someone who comes from America and speaks English very well, lives in your country, and has moved there from an English speaking country, ask them to be your tutor.

You know the old joke:
How do you get to Carnegie Hall?
Practice, practice, practice.
Speak English as much as possible. Read in English. Writing in English is very important. The connection between the brain and the hand helps you to remember. Listen to radio, TV, cruise yahoo answers.

Sorry mate, I know your position very well, and unless you have someone to speak on a daily basis, the process can be very slow. I have only met one person in my life who speaks very well English without having been out of his country; but this are exceptional cases. Sorry to say that the best is to be in an English speaking country.

Watch movies in their original versions and if possible cover the subtitles. Listen to music and always try to translate the lyrics. Read in English. Write in English (the net is a good tool for that). Go to English classes, if possible the British Council.

There are TESL (teachers of english as a second language) teachers all over the world. Put out an ad for one online, in the paper, whatever and get one to do a bit of private tutoring on the side.

It's very dificult, try the BBC news web site, they have videos you can watch and listen to. Try to listen to the radio every day and read the newspapers on line. The BBC also have on line English classes. If you have a hobby try to buy a magazine that relates to it, that way it's more interesting to you. Good luck

You make it point of speaking only in English with everybody from today onwards. You start reading books, magazines, papers, by keeping a Dictionary. You will automatically learn English as early as possible/yours,

As said above downloading or listening on-line to audio books and English as a second language is a good idea. You could try some of my favourite audio websites, they all have free audio;
http://www.learnoutloud.com/Free-Audio-Video/Languages/English-as-a-Second-Language#1
http://wiredforbooks.org/index2.htm
http://www.omn.org/whats_playing/collections.php?cname=The+Fairy+Tale+Lady
http://www.freeclassicaudiobooks.com/
http://www.mercurytheatre.info/
http://librivox.org/
Many of these can be downloaded and listened to on your computer or mp3/mp4/ipod
There is also
http://www.bbc.co.uk/bbc7/
This is a great station and has a wide selection of the best of BBC radio's plays, quizes, dramas, comedy etc.
Or if you are more interested in current affairs and factual programs try
http://www.bbc.co.uk/radio4/
Good Luck
