You could try to find some Chiclets gum. They look kind of like teeth and you can find them in all white. Try a candy store, or even the regular grocery store.

This might not be the best answer but,if you get some play-dou you can shape it into teeth and let it sit for a couple days for it to get hard

Try paper machae or however you spell it. Put it on a wire frame made from coat hangers. It will probably work.
