"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."

As currently interpreted by federal courts -- it puts restrictions on federal gun control laws -- but does not limit how states may regulate firearms -- unlike most of the other Bill of Rights, the 2nd was never incorporated to apply against the states.

That may change -- the Supreme Court is reviewing gun control laws this term.

The Second Amendment deal with the "Ensures the right of the people to keep and bear arms". Allows state militas to arm themselves without federal interpretation of this right is at the center of the current gun control debate.

Coragry is right in his quote of the 2nd amendment. What you are thinking of is the 1st amendment. Check out this link, it has the 1st 10 amendments, otherwise known as the Bill of Rights.
