Utilities are only authorised off post when running small errands. This could be picking or dropping something off while after work from base to your home. Examples could be filling your car with gas or picking up a loaf of bread. You are also authorised to wear your uniform off post when eating during your lunch/dinner break depending on what shift your working. What your not authorized to do is run personnel errands in your uniform such as going grocery shopping, hitting department stores, or other unofficial business.

Its never enforced.

It used to be whenever a service member was traveling to the and from their home off installation, however since the on set of the wars in Afghanistan and Iraq these travel regulations have been greatly relaxed. Many service members on leave from the war zones are permitted to travel as well as present themselves in public in the ACU battledress as long as the uniform is properly cleaned and worn in accordance with the guidelines established in AR 670-1.

I served in the USAF from 1975-80 and we were allowed off base in any uniform that was issued. BDU's/Fatigues, whites (I was a medic), blues, dress, any uniform as long as it was complete and you had the proper lid. Other branches might be different.
